Artillery system 21-K, according to design documentation, is an adaptation of a 45-mm anti-tank Cannon of the 1932 model of the year (19-K) to a marine machine. The body of the 21-K Cannon was borrowed from the 19-K Cannon and consisted of a fastened barrel and casing. Since plant No. 8 had not mastered semi-automatics before 1935, all the Cannons produced by the plant until 1935 did not have a semi-automatic shutter. Closing the shutter when sending the next cartridge, and opening manually. In systems 21-K, produced after 1935, semi-automatic inertial type was introduced - opening the shutter after a shot is now automatic.
