The skinning in this file is done using Skin modifier
Blender 4.1 :The rigging of this file is done using Blender rigify rig 
Also blender facial expretion has Dual face control setup ....1.rigify facial control and 
2.extra customize facial shape control used morph target .Now this is up to user which one
like to use on your  project ...both are suitable to export as FBX format ..
