this is the second level of subdivision and subdivision modifier isn't applied in .blend file, so you can reduce the number of polys to 4802 and 19144 on 0th and 1st levels correspondingly, if you wish.
other formats (.obj, .fbx, .stl, .dae) include only the model itself without the scene, with subdivision modifier applied to them permanently.
