lucius septimius severus who lived from 145/146 ce to 211 ce was a roman emperor of libyan descent from lepcis magna, who reigned april 14, 193 ce to february 4, 211 ce. septimius came from a locally prominent punic family who had a history of rising to senatorial as well as consular status
