Rocks D. Xebec, born Davy D. Xebec, was the captain of the legendary Rocks Pirates. Born on God Valley, he was a member of the Davy Family and the father of Marshall D. Teach, one of the current Four Emperors. His goal in life was to become King of the World (世界の王, Sekai no Ō?), a title he believed was held by his ancestor, the legendary pirate Davy D. Jones.

Rocks was a dominant figure four decades ago, during which he had assembled one of the strongest and most infamous pirate crews in history, many of whom went on to be highly infamous pirates themselves. He had a rivalry with Gol D. Roger years before Roger reached the heights of his own power. He was also a close friend of Elbaph's most recent king, Harald, and was idolized by Harald's son Loki.

His dominance over the seas came to an end during the God Valley Incident, during which he was corrupted by Nerona Imu into a demon and forced to battle Roger and Monkey D. Garp against his will before ultimately being killed by Figarland Garling while in a weakened state. His defeat, which was publicly attributed solely to Garp, is what earned Garp the epithet of Hero of the Marines.

Due to his actions and his relationship with several major characters, he is a prominent character in the flashback events of the Elbaph Arc.
